The next step for this and [The SourceCred GitHub Action](https://discourse.sourcecred.io/t/the-sourcecred-github-action/683)

> Write a design doc for instance system (interface only).
> 
> - Make config spec
> - Make dir structure spec
> - Make CLI spec
> - Request: avoid clutter in git history

@anon60584824 and I plan to work on this, and ask for review before moving on to implementations :]
